Abstract
Preemption is one of the best means to reunify the divisions of the
agricultural ownership that Communed individually or by a few persons for
the whole land for sale.
The right of preponderance is for agricultural land oppressed by the
disposal right. There is saying that the right of preemption is one of pure
properties.
The agricultural land is better suited for care from the partnership
and dividing. The rights of preemption and preponderance are two suitable
methods, which insure not to forfeit the ring of a huge agriculture as well as
insuring a good system for irrigating. They also provide draining and the
vegetation cover which uptakes carbon dioxide.
This requires the amendment of articles No. 1129 of civil law, which
should be, recreate and articles No. 1216 and 1217 that have been cancelled
from the civil law.
