الملخص

Private Higher Education Institutions are a new addition to the higher education system in Iraq. It was about a decade ago that the first such an institution was founded in the form of a University College. Today there are nine such university colleges. High school graduates in Iraq are assigned to a certain public college through a central distribution center -at the Ministry of Higher Education according to their graduation average in addition to their desire, inclination and place of permanent residence. But in as far as Private University Colleges are concerned such distribution mechanism is inoperative, and a student could choose the field of study as he wishes. He can apply directly to the desired private College and would be accepted or not, depending on the conditions set by that College. But what factor -if any- influences a certain student to apply to a private College? What factor direct his behavior to seek admission to a certain private College instead of applying through the central distribution center to a public College? To answer these questions, and others related to them, this study was designed and carried out during the academic years 1997-1998 and 1998-1999 through a sample drawn the body at AL- Ma'mon University College. Basically, three factors were found to be of special importance in the students' decision to apply to a private instead of a public higher education institution. The first one -friends and relatives with pervious exposure to private higher education, the second one was being accepted into a public college not in his hometown and lastly being accepted discipline not desired by the student. Certain recommendations were suggested in order to improve the services provided by private Colleges and to increase their share of the total enrollment in the higher education system in Iraq.
