The rapid advancements in modern technology and the near-total reliance of most countries on it have reshaped economic, political, and social relations. This is due to the central role technology plays in facilitating movement and communication between nations, enhancing cooperation, enabling rapid access to essential information, and increasing the efficiency of international economic activity to unprecedented levels. Cyberspace is the environment in which technology thrives and flourishes; it is a unique world, distinct from the traditional rules of the human world as we know it, and it has its own set of rules. For example, in nature, strength is the opposite of weakness; the stronger an individual is, the fewer their weaknesses. This applies to the animal and plant kingdoms. However, in the cyber world, the more advanced a nation's cyber capabilities and digital government become, the greater its vulnerabilities.
This technological advancement presents dire consequences if it is misused or turned into a tool for political and military conflict between countries, this has already happened over the past two decades between several countries, especially between Iran and Israel, as the conflict between these two countries in the Middle East escalates, with each developing its own cyber tools and using them in its conflict against the other.
