Abstract
The spending on education is an investment of human capital
which has atangible positive revenue not only on the individual income
but on the national income also, and not on the economic level only, but
on social, political and developmental level generally.
There is no a doubt that entering to the Knowledge era, including
sophisticated technologies and quick changes growing challenges and
wide opportunities has multiplied the importance of education
considering it the main limitation to keep up with international
developments.
The studies for period (1950-1970) from the last century refer on
importance expenditure to developing education sector, and this appear
by using methods and manners to measure on education and its effect, to
be connect by rehabilitation human resources preparation to achieve
economic development.
The research concentrate on using measurement manner (Ordinary
least Squire) in implementation on sample of five Arabic Countries
(Algiria,Ymen, Kig Sudia Arabia, Egypt and Oman) for period (1990-
2009)With the aim of analysis and measure role of the state with the
offering of financial expenses with developing education sector and
economic returns to achieve economic development.
